Why the switch?

This is almost the perfect single purpose app; just run it and it works. Almost. Why does this thing have an off setting? If I wanted it to not be on, I would just push the home button!
Furthermore, why is off the default? If I did not want it to work immediately, I would have waited before I ran it in the first place! Why was this feature implemented?
